certification/75235774
Excerpt from Farmington Daily Times. By Dan Schwartz (11/08/2015): Utley, who worked in law
enforcement for 25 years before retiring last year, did not return a phone call seeking comment for this
story. “It’s unfortunate that he worked that long in law enforcement and ended up this way, but this says a
lot about character,” San Juan County Sheriff Ken Christesen said. San Juan County Sheriff Ken Christesen
(photo is in article) Utley and three other former employees of the Sheriff’s Office filed a lawsuit last year
against Christesen claiming he retaliated against them with unjust demotions and work-place harassment
because they wouldn’t support his re-election campaign. In early October, the county settled the lawsuit
for $500,000. Sheriff’s Office Capt. Brice Current, former Undersheriff Ron Anderson, the Sheriff’s
Office, the county and its commissioners were also defendants. Lisa Haws, Matt Wilcox and Utley’s wife,
Beth Utley, were the other plaintiffs. The lawsuit claimed the accusations against Shane Utley were
“bogus” and “nothing more than retaliation.” But Christesen says the academy determined Shane Utley is
deceptive and lied. Christesen described the lawsuit as a political torpedo aimed at his 2014 reelection
campaign. He said the half-million-dollar settlement, a business decision by the county’s insurance
company, has no bearing on accuracy of the claims made against him in the lawsuit. “Everything we do is
based on integrity,” he said.

(2015/08/31) State Law enforcement academy finds former sheriffs office captain lied. By Dan Schwartz
https://www.abqjournal.com/636929/state-law-enforcement-academy-finds-former-sheriffs-office-captain-
lied.html
Excerpt: FARMINGTON — A New Mexico Law Enforcement Academy official has determined that a former
San Juan County Sheriff’s Office captain lied in investigations of his alleged use of department-issued
ammunition in a trade for an off-road motorcycle. The ammunition — four boxes of Black Hills .223 match
grade bullets and 50 rounds of Federal 12-gauge buckshot — was valued at between $180 and $250,
according to the records. The ammunition boxes were also stamped with an identification number that
matched rounds kept in the Sheriff’s Office SWAT truck, according to the records. Utley testified in the
hearing that he didn’t know the ammunition belonged to the Sheriff’s Office and that Capt. Brice Current
had given it to him, according to the records. But Hearing Officer Peter Camacho stated in the records that
Utley “knew or should have known”the ammunition belonged to the Sheriff’s Office. Current also denies
he gave Utley the ammunition, according to the records. Current, former-Undersheriff Ron Anderson, the
sheriff’s office, and the county and its board of commissioners are also named as defendants in the lawsuit
against Christesen.

“You think I’m not connected?” Olonia responds. Officers ask if Olonia if he’s threatening them, because
Olonia previously suggested he was a part of the Mexican mafia. Another argument ensues, and Olonia tells
Warman he will see him “personally.” At one point, Olonia also threatened the officer’s children, according to KOAT.
Warman then rushes Olonia while other officers attempt to separate the two men. Olonia is then forced to the
ground in the ensuing struggle. Olonia was arrested and taken to a hospital for examination. He was charged with
assault, assault on a peace officer, resisting arrest and disorderly conduct. No injuries were reported, and all
charges against him were later dropped. Olonia has a long history of violence, including several counts of battery
on law enforcement, according to the report Olonia reportedly plans on filing a civil complaint. The investigation is

(2013/11/0) Killed Jeanette Anaya.
2013/11/07--https://usgunviolence.wordpress.com/2013/11/07/killed-jeanette-anaya-santa-fe-nm/
From Us Gun Violence: Questionable traffic stop; high speed chase; emotional cop fired several rounds, two of
which hit and one or both killed her; she apparently did not stop because she had a warrant out for a minor
misdemeanor involving concealed identity; she had cocaine in her bloodstream: :“District Attorney Angela
“Spence” Pacheco said based on video recorded by a dashboard camera in Wilson’s car, Anaya hadn’t
committed any traffic violation…Teresa Anaya said her daughter was murdered and the State Police officer
who fired the fatal shots in the high-profile case was “enraged” and had “lost control.” Muñoz also said he
didn’t think Anaya had committed any violations before the chase began. Excerpt from NM In Depth-
2016/03/23-by Jeff Proctor: There’s no question that Jeanette broke several laws that night. Yet her family says
the system fell down. Wilson “needed to be held accountable for what he did,” says Teresa. Asked about
Teresa’s criticism of the process used to clear Wilson, Pacheco pauses for several moments. “I can
understand her feeling that [the grand jury presentation] wasn’t a fair representation of what occurred,” she
says. “There is not an efficient or good process in the state of New Mexico to deal with police shootings.”
Excerpt from Santa Fe New Mexican 2014/04/08-by Phaedra Haywood: Anaya’s family has filed a tort claim
notice, advising the state that she is prepared to file a civil suit over her daughter’s death. Her attorney said
the family might also pursue a lawsuit in federal court, alleging violations of Jeanette Anaya’s civil rights. But
right now, they want “justice.” For Teresa Anaya, justice means criminal charges for Officer Wilson for fatally
shooting her daughter and changes to a system that allows the New Mexico State Police, rather than an
outside agency, to investigate its own officer-involved shootings. She said justice also means more and
better officer training on the use of force and more rigorous screening for police officers. “Police officers
should be subject to the same laws as the rest of us,” she said, “whether they hold a gun and a badge or not.”

How the justice system was designed to clear the cop who killed Jeanette Anaya
https://www.sfreporter.com/news/coverstories/2016/03/22/puff-of-smoke/
Excerpt: Grief mounted for the Anaya family in the ensuing weeks, as they learned a series of grim facts:
New Mexico State Police Officer Oliver Wilson, who had been on the force a year and a half, tried to pull
Jeanette over on a highly questionable traffic violation—so questionable that Santa Fe police refused to join
the ensuing pursuit. Jeanette didn't stop. Instead, she led Wilson on a chase across surface streets and
through residential Santa Fe.
The pursuit ended when Jeanette slowed down, and Wilson used his police car to spin her silver Honda
Accord around. Then, Wilson got out and fired 16 shots at Jeanette's car. One of the bullets went through
the side of Jeanette's head; another struck the top of her back. Wilson's story about the shooting didn't
completely square with a video captured on the dashboard camera of his patrol car, or with the version of
events described by the passenger in Jeanette's car.
