Medford Police Chief Leo A. Sacco Jr. learned that about a quarter of the officers in his own department were
allegedly padding their pay by either falsifying their hours or skipping out on detail shifts. Following an
anonymous tip, Sacco quietly conducted his own monthslong, informal inquiry and had numerous officers admit
to him that they had fleeced a contractor paying for traffic safety patrols at a construction project, according to an
internal investigative report obtained by the Globe. Sacco, the chief of 28 years, called dozens of the officers
involved to a meeting at a hotel last fall, said their actions were part of a “cultural and systematic problem,’’ and
told them to stop their scheme, according to the report, which was obtained through a public records request.

In Portland, Oregon, police used a taser to shock a seventy-one-year-old blind woman four times on her back and
once on the right breast. They also pepper-sprayed her and beat her. On June 9, 2003, Eunice Crowder was home
when a city official came to clean up her messy yard. When Crowder objected, he called the police. The Portland
Oregonian reported that Crowder, who claimed to be hard of hearing, ignored police commands and tried to
climb into a city truck to retrieve her possessions. The police claimed that when they tried to stop Crowder, she
kicked at them. That's when they peppersprayed her and used the taser. Then they handcuffed Crowder's arms
and yelled at her to stand up. "And she says, 'I bet you wouldn't yell at your mom like that,' " her lawyer, Ernest
Warren Jr., told a radio station. One of the officers responded, "My mom is seventy-four." She said, "Well, I'm
seventy-one."
In 2004, Crowder agreed to the $145,000 settlement from the city of Portland. The police department admitted no
wrongdoing."We don't have age restrictions" for use of tasers, says Pashley of the Portland Police Department.
But he says that policy is currently "under review."

Several lawsuits have been filed this month accusing Portland-area businesses of discrimination.
FOX 12 spoke with some of the plaintiffs, including one who claims to have captured the discriminatory conduct
on camera.The alleged instances of discrimination come in the wake of a high-profile case involving two black
Starbucks customers who were told to leave a store. The businesses where the alleged racial profiling took place
locally are Red Robin, a Nike Store, Footlocker, Sunglass Hut and the Walmart at Eastport Plaza.
The victims in each case are black, which is why they believe they were discriminated against.

unwarranted, racially motivated surveillance and arrest of a black Portland man as a favor to the chief’s fishing
buddy…The case had no ties to West Linn…The city recently negotiated to pay $600,000 to the target of the rogue
investigation, Michael Fesser, 48. West Linn police also have agreed to a face-to-face meeting with Fesser. The
settlement is one of the largest in the state resulting from a wrongful arrest claim, Fesser’s lawyer Paul Buchanan
said. It ends a federal lawsuit that Fesser filed in the summer of 2018.
“This case vividly illustrates a ready willingness on the part of the West Linn police to abuse the enormous power
they have been given, and a casual, jocular, old-boy-style racism of the kind that we Oregonians tend to want to
associate with the Deep South rather than our own institutions,” Buchanan said.
Attorney Andrew Campbell, who represented West Linn in court, did not respond to a request for comment
Monday night. The brazen misdeeds by West Linn police include making a surreptitious audio recording of Fesser
at work without a warrant or court order, arresting him without probable cause with the help of Portland police
and seizing his cash, cellphone and documents without a search warrant, court records show.
