Witnesses reported that the 260-pound Lucero knocked Troy to the floor, beat him with his fists and kicked him repeatedly with steel-tipped shoes. The first officer at the scene was Lucero’s nephew, Officer Justin Anaya…. The supervising officer, Officer Joe E. Martinez, who arrived slightly after that, was Lucero’s best friend.
